Best is relative. The easiest would be to use the Soju Dave method of paint stripper, followed by polishing.
The cheapest would be to wet sand it off with 400 grit wet/dry sandpaper, followed by polishing.
The quickest is to use a brass wire wheel in a drill to peel off the junk and leave a matte, brushed finish.
My personal favorite way to do this is to hand strip it using 00 steel wool soaked in K-1 kerosene. The kerosene will dissolve the cheap factory lacquer, remove the oxidation from the tube, and leave you with a ready-to-polish surface. For the ploishing step, I would follow it up by lightly machine buffing with white metal rouge (not cheap, but works), a hand buffing with "World's Easiest Metal Polish" by Satin Gloss, and a light, well buffed coat of carnauba wax.
